More than 40 years ago, Bread for the City launched as a front line agency serving Washington’s low-income residents. We began as two organizations. Zacchaeus Free Clinic began in 1974 as a volunteer-run free medical clinic, and a coalition of downtown churches activated Bread for the City in 1976 to feed and clothe those in need.
The two groups officially merged in 1995. Today, Bread for the City is led by a talented and caring staff committed to DC’s low-income community and the ideals of racial equity, dignity, justice, service, and respect.

George A. Jones has served as CEO of Bread for the City since January 2, 1996. As CEO, Jones leads (in conjunction with the Board of Directors) the development and execution of BFC’s long and short term strategies and has final oversight over all administrative, financial, business, and programmatic actions of the organization, and its 100+ staff members.

George A. Jones has been Chief Executive Officer of Bread for the City (BFC) since January 2, 1996. He is responsible for managing all administrative, financial, and programmatic aspects of the organization and its 100 full-time staff.
Mr. Jones has led Bread for the City’s growth from a $1.2 million operation in 1996 to a $10.6 million operation in 2014. This growth included overseeing the development of a new center in Southeast DC in 2002, as well as the 11,000 sq. ft. expansion of BFC’s Northwest Center, which opened for service in December 2010.
In 2015, Georgetown University recognized Mr. Jones as a local leader working to solve some of the city’s most pressing challenges and honored him with the John Thompson, Jr. Legacy of a Dream Award.
Mr. Jones was appointed to the Access to Justice Commission in 2014 and was also recently selected to be a member of one of Mayor-elect Muriel Bowser’s transition committees on poverty and homelessness in DC.
From 1999 to 2007, Mr. Jones served as Chairman of the Board of the DC Primary Care Association (DCPCA), a non-profit which advocates for the expansion of healthcare access and reduction of healthcare disparities among low-income DC residents. He currently serves as the DCPCA’s Vice Chairman, is on the Center for Nonprofit Advancement Board, as well as the Board of the Capital Area Food Bank. Mr. Jones is also a 2011 winner of the Center for Non-Profit Advancement’s Gelman, Rosenberg, & Freedman EXCEL Award.
While serving as CEO of Bread for the City, the organization has been recognized for excellence by Johnson & Johnson, the District of Columbia government, the Far Southeast Family Strengthening Collaborative, Local Initiatives Support Corporation (DC), DC Bar Pro Bono Program, and the District of Columbia Primary Care Association. The agency was also a two-time finalist and one-time winner for the Washington Post Award for Excellence in Nonprofit Management.
In addition, Mr. Jones was recognized by Mayor Anthony Williams for 10 Years of Dedicated Service in April 2006 and received the Haynes Rice Award from the DC Hospital Association in 2011.
Mr. Jones holds a B.A. in Psychology from Norfolk State University in Norfolk, Virginia.

With over 15 years of experience in accounting, including leadership roles in both nonprofit and private sectors, Rasheedah brings a wealth of expertise in financial strategy and management. She is a passionate advocate for financial literacy and entrepreneurship, and also actively serves her community through various organizations.

As a Missouri native and Washingtonian transplant, Mahogany believes in creating more equitable futures through radical hospitality. Her background explores intersectionality and liberation praxis with the goal of human flourishing.

Mahogany earned a Master of Divinity from Yale University, specializing in Black Liberation and Womanist Theology. At Yale, she also received the Andover Newton Seminary Diploma Program and Black Church Studies Certificate. Mahogany received her Bachelor of Arts from Westminster College in Fulton, Missouri, graduating summa cum laude. Her undergraduate studies focused on Religious Studies and Queer Theology, emphasizing the liberation of marginalized communities. While at Westminster College, Mahogany held various positions in the banking industry, culminating as an Assistant Branch Manager at the Central Bank of Boone County.
Mahogany is an ordained Minister of Word and Sacrament in the United Church of Christ (UCC) and the former Executive Minister of Peoples Congregational UCC in Washington, D.C. Before Peoples Congregational UCC, Mahogany served as the Minister of Youth and Families at First Church UCC in Middletown, Connecticut. Her prior congregational experiences explored social justice and modern Christian thought at First Congregational Church of Glen Ellyn (UCC), Trinity UCC in Chicago, and one of the most creative and diverse churches in the country, Glide Memorial Church in San Francisco.
She is an award-winning public speaker and the recipient of several prestigious awards from Yale University. She was awarded the Charles Merick Award for Effective Public Address and the Henry Hallam Tweedy Award for the student with exceptional promise for pastoral leadership. Likewise, she received the newly established Martin B. Copenhaven Preaching Prize from Andover Newton Seminary in 2020.
Mahogany is passionate about orienting our world towards healing. In 2022, Mahogany was invited to offer the final keynote for the Anti-Racism in Practice: Working with a ‘Love Ethic’ Conference based in the U.K. Her keynote address was entitled, “In Search of Our Delight: Exploring bell hooks’ Love Ethics as Spiritual Praxis.” She also participated as a panelist for “Candid Conversations: What’s Love Got To Do With It?” with Tidal Equality, a consulting firm based in Canada.
In addition to her work at Bread for the City, Mahogany serves as the Womanist Theologian in Residence at Calvary Baptist Church of Washington, D.C., where she works to bridge the gap between the academy and the church, often by cultivating alternative and exploratory forums within the congregational context. For fun, you’ll find her with a novel at the dog park, jogging through the neighborhood, or with a mug of coffee in her hands. Mahogany’s favorite question to ask folx as she gets to know them is, “What brings you delight?” These days her delight is in her puppy Moses and the people she loves!

Ashley’s career has included fundraising, nonprofit strategy, consulting, and management roles within higher-education and arts and culture organizations. Prior to joining Bread for the City, Ashley served as Senior Director, Principal Gifts, Campaign & Prospect Management at Georgetown University, where she supported the For Generations to Come campaign, which raised over $1.6 billion in funding for financial aid, research, and capital projects. Ashley was responsible for the launch of the university’s ninth school, the McCourt School of Public Policy, which was established through the largest single gift in the history of Georgetown University.
Ashley earned an MSc in Management from the University of Sheffield – where she also became certified in Human Resource Management – and also holds an M.A. in Museum Studies from the Cooperstown Graduate Program. She earned her B.A. at Gettysburg College. She serves on the Board of Directors of DC Safe. Ashley lives in Washington, D.C., with her son and their dog.

Dr. Randi Abramson leads Bread for the City’s medical program, providing direction and management of all spheres. She has served as medical director since 1991.

In 2008, Dr. Abramson was awarded the DC Primary Care Associations “Caregiver of the Year” Award and she was also the recipient of the American Medical Association Excellence in Medicine Award in 2009.
Dr. Abramson also serves as Assistant Clinical Professor at George Washington University Medical Center, and holds a M.D. from Rush Medical College in Chicago, Illinois.

Prior to becoming Legal Director, Su Sie was a Bread for the City attorney, practicing primarily in the area of family law and serving on several family law-related DC Bar and Court committees, including the DC Bar Family Law Task Force and the Paternity & Support Subcommittee of the Family Court Implementation Committee as its Co-Chair. She also served six years as a member of the DC Access to Justice Commission and four years as a member of the DC Bar Pro Bono Committee. She co-founded and directs the Child Support Community Legal Services Project, which provides same-day legal advice and representation to parents in child support cases.
In 2003, Su Sie received the Community Service Award from the Asian Pacific American Bar Association Educational Fund, and, in 2013, she was the recipient of the Jerrold Scoutt Prize from the DC Bar Foundation, awarded annually to an attorney “who has worked for a significant portion of his or her career at a non-profit organization providing direct hands-on legal services to the needy in the District of Columbia; has demonstrated compassionate concern for his or her clients; and has exhibited a high degree of skill on their behalf.”
Prior to joining Bread for the City in September 2000, Su Sie was a court law clerk with the DC Court of Appeals and a National Association for Public Interest Law (now Equal Justice Works) Fellow at the National Partnership for Women and Families.
Su Sie received her BA, cum laude, from Yale University and her JD from the University of Virginia School of Law.

Tracy Knight has led Bread for the City’s Northwest Social Services program since 2002. She is responsible for the overall operations of our Behavioral Health services, Housing Access Program, Representative Payee Program, SOAR SSI application assistance program, MSW student training program, and our NW Center’s generalist social work practice.

Tracy Knight has led Bread for the City’s Northwest Social Services program since 2002. She is responsible for the overall operations of our Behavioral Health services, Housing Access Program, Representative Payee Program, SOAR SSI application assistance program, MSW student training program, and our NW Center’s generalist social work practice. She also leads our agency Trauma Informed Care implementation team and is active in the DC social services and behavioral health community, where she currently serves as the Vice President of the DC Behavioral Health Association. She serves on the advisory board of DC PACT, and she represents Bread for the City as a board member and officer of the Clinically Integrated Network. Each of these groups work to improve the health outcomes and social needs of DC residents.
Ms. Knight also serves as a consultant for the National Council for Behavioral Health and works as part of their national Practice Transformation Team, which is tasked with creating a trauma informed change package for primary care practices. She received her MSW from the University of Pennsylvania.

Dr. Jessica Hahm oversees vision services at Bread for the City. She administers eye exams to DC residents regardless of their legal status or ability to pay for services. She sees patients from ages six to 100+ at the NW medical clinic Monday-Friday.
Dr. Hahm grew up in Maryland and started wearing glasses in fifth grade when she realized she had to squint to see better. She graduated from the University of Maryland-College Park. She worked in biopharmaceutical research and development before receiving her Doctor of Optometry from the New England College of Optometry. She completed her training within the Massachusetts Department of Veterans Affairs and community health systems. She also trained with Mandarin-speaking patients and ophthalmologists at Wenzhou Eye Hospital in China. She completed an ocular disease residency at Seidenberg Protzko Eye Associates and joined Bread for the City in September 2019.
When she is not helping people see better and feel better, she enjoys hot yoga, golf, making kimchi, playing board games with friends, live music, and traveling.

From 1999 to 2007, Mr. Jones served as Chairman of the Board of the DC Primary Care Association (DCPCA), a non-profit which advocates for the expansion of healthcare access and reduction of healthcare disparities among low-income DC residents. He currently serves as the DCPCA’s Vice Chairman, is on the Center for Nonprofit Advancement Board, as well as the Board of the Capital Area Food Bank. Mr. Jones is also a 2011 winner of the Center for Non-Profit Advancement’s Gelman, Rosenberg, & Freedman EXCEL Award.
While serving as CEO of Bread for the City, the organization has been recognized for excellence by Johnson & Johnson, the District of Columbia government, the Far Southeast Family Strengthening Collaborative, Local Initiatives Support Corporation (DC), DC Bar Pro Bono Program, and the District of Columbia Primary Care Association. The agency was also a two-time finalist and one-time winner for the Washington Post Award for Excellence in Nonprofit Management.
In addition, Mr. Jones was recognized by Mayor Anthony Williams for 10 Years of Dedicated Service in April 2006 and received the Haynes Rice Award from the DC Hospital Association in 2011.

As Legal Director, Su Sie Ju oversees the legal work and advocacy efforts of 20 attorneys/fellows and 5 paralegals/coordinators.
Prior to becoming Legal Director, Su Sie was a Bread for the City attorney, practicing primarily in the area of family law and serving on several family law-related DC Bar and Court committees, including the DC Bar Family Law Task Force and the Paternity & Support Subcommittee of the Family Court Implementation Committee as its Co-Chair. She also served six years as a member of the DC Access to Justice Commission and four years as a member of the DC Bar Pro Bono Committee. She co-founded and directs the Child Support Community Legal Services Project, which provides same-day legal advice and representation to parents in child support cases.
In 2003, Su Sie received the Community Service Award from the Asian Pacific American Bar Association Educational Fund, and, in 2013, she was the recipient of the Jerrold Scoutt Prize from the DC Bar Foundation, awarded annually to an attorney “who has worked for a significant portion of his or her career at a non-profit organization providing direct hands-on legal services to the needy in the District of Columbia; has demonstrated compassionate concern for his or her clients; and has exhibited a high degree of skill on their behalf.”
Prior to joining Bread for the City in September 2000, Su Sie was a court law clerk with the DC Court of Appeals and a National Association for Public Interest Law (now Equal Justice Works) Fellow at the National Partnership for Women and Families.

Tracy Knight has led Bread for the City’s Northwest Social Services program since 2002. She is responsible for the overall operations of our Behavioral Health services, Housing Access Program, Representative Payee Program, SOAR SSI application assistance program, MSW student training program, and our NW Center’s generalist social work practice. She also leads our agency Trauma Informed Care implementation team and is active in the DC social services and behavioral health community, where she currently serves as the Vice President of the DC Behavioral Health Association. She serves on the advisory board of DC PACT, and she represents Bread for the City as a board member and officer of the Clinically Integrated Network. Each of these groups work to improve the health outcomes and social needs of DC residents.
Ms. Knight also serves as a consultant for the National Council for Behavioral Health and works as part of their national Practice Transformation Team, which is tasked with creating a trauma informed change package for primary care practices. She received her MSW from the University of Pennsylvania.

Edie Oliver serves as Bread for the City’s Human Resources Director. In this multifaceted role, she advises the director team on the implications of change and growth, including working to develop a strong recruitment and training program, ensuring a safe working environment, helping employees navigate challenges, developing competitive compensation and benefits packages, ensuring compliance with local and federal regulations, and creating training and professional development opportunities for employees. Edie has worked at Bread for the City since November 1992, previously offering her expertise as Payroll & HR Manager, Accounts Receivable Manager, and other roles. Edie has an AA in Business Administration from Strayer University and a BA in Human Resources Management from Ashford University.

Toshira Monroe serves as Chief Operating officer at Bread for the City where she leads the Human Resources, Facilities, and Technology teams with organizational, strategic, and administrative operations. She worked over a decade in the social services non-profit space, serving in multiple capacities as volunteer, board member, manager, and director. Toshira was Deputy Director of My Sister’s Place, a DC domestic violence non-profit, and has a deep passion for trauma informed care and services, economic equity, and social services.
Toshira is an educator by trade, earning a B.A and MAEd from the University of Florida. She obtained a Non-profit Management Executive Certificate from Georgetown University. She serves on the Board of the DC DVFRB and Advisory Board of the NCDVTMH. A Florida native, Toshira loves spending time outdoors with her family exploring the DMV.

Mahogany S. Thomas is the Chief Program Officer for Bread for the City. She is committed to working at the intersections of social justice and advocacy for marginalized communities based in Washington, D.C. As a Missouri native and Washingtonian transplant, Mahogany believes in creating more equitable futures through radical hospitality. Her background explores intersectionality and liberation praxis with the goal of human flourishing.
Mahogany earned a Master of Divinity from Yale University, specializing in Black Liberation and Womanist Theology. At Yale, she also received the Andover Newton Seminary Diploma Program and Black Church Studies Certificate. Mahogany received her Bachelor of Arts from Westminster College in Fulton, Missouri, graduating summa cum laude. Her undergraduate studies focused on Religious Studies and Queer Theology, emphasizing the liberation of marginalized communities. While at Westminster College, Mahogany held various positions in the banking industry, culminating as an Assistant Branch Manager at the Central Bank of Boone County.
Mahogany is an ordained Minister of Word and Sacrament in the United Church of Christ (UCC) and the former Executive Minister of Peoples Congregational UCC in Washington, D.C. Before Peoples Congregational UCC, Mahogany served as the Minister of Youth and Families at First Church UCC in Middletown, Connecticut. Her prior congregational experiences explored social justice and modern Christian thought at First Congregational Church of Glen Ellyn (UCC), Trinity UCC in Chicago, and one of the most creative and diverse churches in the country, Glide Memorial Church in San Francisco.
She is an award-winning public speaker and the recipient of several prestigious awards from Yale University. She was awarded the Charles Merick Award for Effective Public Address and the Henry Hallam Tweedy Award for the student with exceptional promise for pastoral leadership. Likewise, she received the newly established Martin B. Copenhaven Preaching Prize from Andover Newton Seminary in 2020.
Mahogany is passionate about orienting our world towards healing. In 2022, Mahogany was invited to offer the final keynote for the Anti-Racism in Practice: Working with a ‘Love Ethic’ Conference based in the U.K. Her keynote address was entitled, “In Search of Our Delight: Exploring bell hooks’ Love Ethics as Spiritual Praxis.” She also participated as a panelist for “Candid Conversations: What’s Love Got To Do With It?” with Tidal Equality, a consulting firm based in Canada.
In addition to her work at Bread for the City, Mahogany serves as the Womanist Theologian in Residence at Calvary Baptist Church of Washington, D.C., where she works to bridge the gap between the academy and the church, often by cultivating alternative and exploratory forums within the congregational context. For fun, you’ll find her with a novel at the dog park, jogging through the neighborhood, or with a mug of coffee in her hands. Mahogany’s favorite question to ask folx as she gets to know them is, “What brings you delight?” These days her delight is in her puppy Moses and the people she loves!
