On May 27, 2025, Mayor Muriel Bowser released her proposed budget for the 2026 fiscal year (October 2025–September 2026). Instead of investing in the programs our communities rely on, the mayor’s plan slashes critical social services that support low-income DC residents—many of whom are Black and longtime Washingtonians—in favor of tax breaks for billionaires and large corporations.
Let’s be clear: DC has the resources to care for everyone. But this budget reflects skewed priorities—ones that cater to the wealthiest, not the most vulnerable. The mayor claims these cuts will “Grow DC,” but we know from history and experience: trickle-down economics doesn’t work. What this approach really grows is inequality.
If passed, this budget will push more of our neighbors further to the margins and make our city even more unaffordable and unlivable for those already struggling to get by.
At Bread for the City, we’re not staying silent. Our staff will testify before the DC Council throughout the budget season and will continue to closely track developments. We are committed to keeping our clients and community informed and empowered.
